Blue Cross MA and Tufts Medicine Partner with Humata Health and NEHEN to Automate Prior Authorization

What You Should Know

  • Blue Cross Blue Shield of Massachusetts (BCBSMA) and regional health system Tufts Medicine announced a comprehensive alliance, focused on prior authorization automation, value-based care design, and integrated clinical network delivery.
  • Tufts Medicine is deploying Humata Health to automate and streamline prior authorization for Blue Cross members, starting with outpatient diagnostic imaging (such as MRIs), with scheduled expansion across additional clinical service lines.
  • Replaces multi-day administrative delays by transmitting structured clinical requirements and receiving determinations in minutes rather than days.

Touchless Prior Authorization via NEHEN FHIR and Humata Health

At the operational core of the agreement is an effort to eliminate manual prior authorization delays for high-volume outpatient services:

  • Automated Adjudication via Humata Health: Tufts Medicine will deploy the AI-powered prior authorization platform from Humata Health (recently acquired by revenue cycle leader R1) to automate and accelerate prior authorization requests for Blue Cross members. Initial go-live focuses on outpatient diagnostic imaging—specifically Magnetic Resonance Imaging (MRI)—with plans to scale rapidly across additional clinical specialties and high-volume procedures.
  • Minutes Instead of Days: By programmatically matching clinical documentation directly against Blue Cross medical necessity guidelines at the point of order entry, the platform aims to compress turnaround times from multiple business days down to minutes, eliminating back-and-forth faxes and manual clinical reviews.
  • Regional Interoperability via NEHEN FHIR: The integration is anchored by the Massachusetts Health Data Consortium (MHDC) and its New England Healthcare Exchange Network (NEHEN). Utilizing HL7 Fast Healthcare Interoperability Resources (FHIR) standards across NEHEN rails, Tufts Medicine and Blue Cross are establishing bidirectional data exchange channels to support clinical data transfer, referrals, and real-time claims adjudication.

Designing for Access: The Tufts Medicine Alliance Network (HMO)

In parallel with administrative automation, the organizations are introducing an innovative commercial delivery model, testing it directly on Blue Cross’s corporate employee base before expanding it into the broader commercial employer market. The newly created Tufts Medicine Alliance Network (HMO) centers on Tufts Medicine’s integrated delivery network—including Tufts Medical Center, Lowell General Hospital, MelroseWakefield Hospital, and Lawrence Memorial Hospital of Medford—paired with premier pediatric and oncology destinations Boston Children’s Hospital and Dana-Farber Cancer Institute.

Guaranteed Access Service Level Agreements (SLAs)

Addressing widespread outpatient scheduling delays across Eastern Massachusetts, the HMO plan guarantees participating members next-day access to primary care appointments and access to a Tufts Medicine specialist within 21 days. Plan members receive high-touch care navigation delivered through coordinated digital interfaces and dedicated clinical teams, providing guided routing for complex chronic conditions, diagnostic referrals, and care transitions.

Blue Cross’s pioneering Alternative Quality Contract—first launched in 2009—served as the national blueprint for two-sided commercial risk and global budgets. Tufts Medicine has been a long-standing participant in the AQC. This collaboration modernizes that relationship, linking next-generation global capitation and shared savings arrangements to hard digital administrative efficiencies.

By operationalizing FHIR-based prior authorization APIs across NEHEN infrastructure, Blue Cross and Tufts Medicine are moving ahead of the federal compliance timelines mandated under the CMS Interoperability and Prior Authorization Final Rule (CMS-0057-F), establishing a regional benchmark for payer-provider data exchange.

“Our two organizations share a mutual commitment to improving how healthcare works,” said Sarah Iselin, President and CEO of Blue Cross Blue Shield of Massachusetts. “It’s going to take bold action to make it more affordable, easier to navigate and fundamentally less frustrating for individuals and families seeking care and for providers navigating administrative processes. This is the critical work ahead, and I’m excited to work with Tufts Medicine to build a better system together.”
