HIMSS Signs Historic MOUs at HIMSS26 APAC to Measure AI Value and Accelerate Malaysia's '1 Person, 1 Record'

  • At the HIMSS26 APAC Health Conference & Exhibition in Singapore (co-hosted with SingHealth), HIMSS executed two major Memorandums of Understanding (MOUs) and a national digital health maturity partnership.
  • Establishes the HIMSS AI Outcomes Framework, the world’s first evidence-based, longitudinal standard for measuring the clinical, operational, and financial impact and ROI of healthcare artificial intelligence.
  • Founding healthcare provider partners contributing experiential evidence and real-world outcome data include SingHealth (Singapore), National University Hospital (Singapore), Asan Medical Center (South Korea), Seoul National University Hospital (South Korea), and Taichung Veterans General Hospital (Taiwan).

Creating a Global Yardstick for Clinical AI

Rather than evaluating algorithms based solely on vendor-reported validation metrics, the new framework pools data across prominent regional health systems to track how AI affects patient care, clinician cognitive load, and hospital throughput over time.

Founding hospital partners contributing clinical data and workflow metrics include:

  • Singapore: SingHealth and National University Hospital (NUH)
  • South Korea: Asan Medical Center and Seoul National University Hospital (SNUH)
  • Taiwan: Taichung Veterans General Hospital

The framework is slated for its formal worldwide rollout at the HIMSS27 Global Health Conference & Exhibition, where HIMSS plans to publish initial multi-site validation roadmaps, peer benchmarks, and clinical evidence.


Expanding Regional Research and National Health Infrastructure

Alongside the AI framework, HIMSS signed two additional strategic agreements at the conference:

  • Research Collaboration with SNUBH: Partnering with Seoul National University Bundang Hospital (SNUBH) to link clinical research leadership with the HIMSS Digital Health Indicator (DHI) and digital maturity models for joint studies and scalable adoption blueprints.
  • National Digital Health Rollout in Malaysia: Collaborating with the Ministry of Health of Malaysia to support the country’s “1 Person, 1 Record” nationwide digital health strategy. The project begins with a proof-of-concept across Perlis state, applying the Electronic Medical Record Adoption Model (EMRAM) and Community Care Outcomes Maturity Model (C-COMM) to regional hospitals and community clinics.
