Real-Time Verification: How Covered California is Using Google’s Document AI to Fix Health Insurance Enrollment

Measured Operational Impact

Automating public sector enrollment carries a massive risk of exposing the system to identity and document fraud. To counter this, Deloitte and Google built the system with a strict “human-in-the-loop” methodology. The AI currently handles the vast majority of document verifications across 25 different document types, achieving a 40% reduction in manual tasks for administrative staff.  Verification that previously took between 72 hours and three weeks now provides applicants with real-time, on-screen feedback in seconds.

When the DocAI system detects subtle fraudulent markers that might escape manual review—such as a missing signature on a digital image or mismatched dates—it does not automatically reject the application. Instead, it flags the file, routing the complex or ambiguous case to a human service center representative for final review.

The partnership utilizes a “human-in-the-loop” methodology to ensure high validation standards while reducing friction.

  • Equity in Access: By streamlining verification, the system ensures faster access for all Californians, including those with limited or no credit history.
